不同时间的比较是否到底应该补出Helping words。这个似乎存在矛盾，请看下述立场：
（1）Ron明确指出需要补充

No: because you needan explicit tense change. this is thepurpose for "...was the case" in the correct version here: it changesthe tense from "is generated"(present tense) to "was thecase" (in 1990). Ifyou don't have that explicit tense change, then the sentence is still talkingin the present tense (which is nonsense if you're referring to something thatwas true in 1990 and has since changed). In no otherhistorical sighting did Halley’s comet cause such a worldwidesensation as (it did) in itsreturn of 1910-1911. No Problem,because there is no tense change. more analogues:
i can run as fast on grass as on concrete
i can run as fast on grass as i can onconcrete
--> both correct (no tense change)
but...
i can run as fast now as in high school --> incorrect, since i'm not in high schoolanymore.
i can run as fast now as i could in high school --> correct, with the necessary tense change.

(A) than a year ago and are going down, even though floods in the Midwest anddrought in the South are hurting crops and therefore raised
