where和there之间并没有关系，where后面必须跟着一个有关的clause（就是要有subject + verb）。所以这里不能看there来排除答案,。"there" 只是整个clause里的一部分。
“I opened a restaurant in an area where [there are people]”. “There are people” 是跟area有关的一个完整的clause.
