求解一道og语法题，关于suggest用法

我怎么觉得as = 作为/是  的意思，
D.也就是说 the penal system is penitentiary错误
C. penitentiary  is a reform of the penal system

我可能有点傻再纠结 逻辑主语为什么是人（Quakers）
repelled被排除，不应该是the idea of penitentiaries被排斥
如果逻辑主语是人的话，不应该是repelling么？

求大神解答~
