楼主选的D，因为看到suggest就想到了that。正确答案是C，那么这里的suggest到底是建议的意思还是表明说明的意思呢！
哪位大神来分析一下这题

suggest在这里就是建议的意思吧

D错在as， The penal system should be reformed as penitentiaries.  as做比较，system与penitentiaries比较illogical

我觉得这里as是介词，作为的意思，不是比较。

CD主要是逻辑意思不同：
suggest sb sth是“建议”的意思：
suggested the penitentiary as a reform of the penal system  建议把penitentiary当a reform of the penal system用

suggest that是“表明”的意思：
suggested that the penal system be reformed as penitentiaries 表明penal system应当被reform。

也就是说，要看主句的内容是一个建议还是表明了什么事
从状语看Repelled by bodily punishments such as maiming and branding，对体罚感到厌恶，主句应该是建议新的惩罚方式比较合乎逻辑。所以选C不选D

啊对，是作为，这里的as做介词，"Equation As"，=>penal system is penitentiaries ，同样还是illogical。

这里是啊。 "suggested that the penal system be reformed as penitentiaries" 的 “be reformed” 不是过去时。“reformed” 这里是past participle，而这里的 verb 是 "to be"。在subjective mood里就是“be”。加起来，“be reformed” 就是 verb "to be" in subjunctive mood + past participle.

should 在 subjunctive mood 的结构里不是一定要有的。

Sometimes we may use the conditional auxiliary verbs of could, should, or would to express the same sense.

Conditional: I wish he would be kinder to me.

Per Oxford English Dictionary "should" firstly expresses advisability (as opposed to obligation), so I would think that the second sentence is weaker.
