求解prep笔记里面看到的法律加VING的问题。。。

我选择了E，因为里面用的是allowing；正确答案C里面没有用allowing companies to seek up to。。。求解。。
但是对于E prep笔记中说应该是lead to the passage of the act，而不是lead to the act；为什么lead to the act不行呢？
