1/ identify the right-hand element (= the one that follows the comparison signal)
2/ ask yourself whether this element SHOULD be part of the comparison, according to context/common sense. (There are no "omissions" here. if the stuff following the signal isn't actually compared to something else, the sentence is wrong.)
3/ if so, try to find something that matches it on the other side. if you find such a thing, you're good.
o judge "beauty contests" among answer choices, on the other hand, all you need is the simple ability to say "this looks more like X than that does".

e.g.:
a) Oil prices in 2007 were higher than those in 2008.
ànoun+modifier vs. noun+modifier

b) Oil prices were higher in 2007 than in 2008.
àadv. vs. adv.

c) Oil prices were higher in 2007 than oil prices in 2008.

d) The weather is hot and dry in Nevada, as it is in Arizona.
àsentence vs. sentence

e) As in Arizona, the weather is hot and dry in Nevada.
àadv. vs. adv.

c)中,in 2008作为noun modifiers修饰oil prices,但是the left-hand element没有一个noun modifiers修饰oil prices呀,只有一个verb modifiers修饰oil prices were higher。

回过头看b),好理解了吧,都是verb modifiers,比较the situation in 2007和the situation in 2008.

然而在这一题的D选项里面,the current one不能对应the proposed speed吗?

as...as是与than相似的比较结构,
step 1 找第二个as右边的被比较元素,D是the current speed limit本身,E ...

然后D中第二个as后面的the current one 第二个as前面也有出现啊

我觉得是这样的,D比较的就是“speed limit”,而E的比较因为加了they are ,所以是在比they are (likely to exceed) the current speed limit. 【你可以发散类比一下because of sth that ...

看见likely就知道靠likely to>likely that。

Traffic safety officials predict that drivers will be as likely that they will exceed the proposed speed limit as they (driver) will be likely that they (driver) exceed the current one
rhetorically horrible
