way of doing和way to do表内容和目的的区分

我知道，从意思上来说，way of doing，表示doing的内容，way to do表示目的，但是，觉得在实际句子中很难区分开啊。比如og16中DT50，说协会 create a standardized way of distributing songs and full-length recordings，下面选项有way to distribute blabla，我觉得，distribute说是方式和目的都可以啊。很多题都遇到类似情况，想请教怎么区分of和to后面的是目的还是内容啊？

还比如49题，CEO宣布一个plan to cut the company’s huge debt，和plans that are to cut the company’s huge debt，我想了半天觉得plan的内容是to cut the debt，to do做宾语，结果og解释说这个表示plan自己去cut。。。我就。。。。

想请教，在这个问题上，有什么好的区分方法，或者哪个点我想错了？
