A是xdf的答案。是不是只因为A比E简洁呢？
好像看到有人说过kaplan中类似题目的答案是E。那道题kaplan是说上文中的they无法进行主动的动作，所以用 it seemed…结构更好。不知道和这道题有多类似。不知道这种题怎么对待。
这道题似乎cost也不是什么很主动的动作。另外，it seemed 后面必须有that么？

D很好没有问题。想问一下，C中have看作实意动词的话C是不是也是正确选项呢？是不是因为have同时也可以看作现在完成时的助动词从而有歧义？这样的话，如果题干和C选项中不是have而是起他的动词，那就没有歧义，C也就可以了。是这样么？

1、26中A更简洁，而且更平行，工整，THEY ORIGINAIIL SEEMED （TO COST）
2、我认为原句中，HAVE是实益动词，COULD表示语气，THAN后只能用DO，只有比较的前面部分用现在完成时，后面才能用HAVE
