关于none的用法

针对千行里的一道问题，请问各位大神，none 是不是既可以修饰名词的单数也可以修饰复数？ 那么后面的verb 怎么看是is 还是are 呢？
Of all the vast tides of migration that have swept through history, maybe none is more concentrated as the wave that brought 12 million immigrants onto American shores in little more than three decades.

(A) maybe none is more concentrated as
(B) it may be that none is more concentrated as

答案可以选出来，但我想到的问题是：这句话其实是不是说：none of  the vast tides of migration is..... 那这里可以用are 么？
求指教！
