可是我还是不理解第二题，第一人的意思是20％的job招人打广告，80％是通过其他方式招人的，所以我还是不明白！

理解的关键是"80% are filled some other way",这句话的意思是登广告的位置只占总位置的20%，另外80%的位置已经通过其他途径招到人了(不仅是采用其他途径，而且是已经找到人了)，所以说是职位不足。
