If you satisfy both conditions, you can get "advanced standing", which means that you will need not to study some courses if you are admitted.
If you meet with the first requiremt only and are lack of two-year experience in the public sector, you can also ask for "Waiver-with-Replacement", which means you can still replace some courses with optional courses if you want to do so.
