关于the same as在比较中的运用

15版OG上的一道题的答案解析中有两句话没有搞懂
1.The cost of running nuclear plants is about the same as for other types of power plants.解析说for是必要的，在比较costs的时候。
2.It costs about the same to run nuclear plants as for other types of power plants.解析说这句话中的for是不需要的，因为比较的是two objects of run.
楼楼一直想不明白，有木有大神出来帮忙解释一下这两个句子中的for到底咋回事啊?

我的理解是，第一句比较的是cost，as same as前后出现的比较对象都应该是cost，如果没有for，会变成cost和other types of power plants 的比较。原句应该是The cost ..is the same as (the cost) for other types of power plants.      第二句是it  is ..to do  ..的结构，it 是形式主语，句子真正的比较对象是 nuclear plants 和other types ofpower plants，此时for就多余了。
