oh 我想到的是这里不能省略they are 是因为as连接的要是完整的句子。这样理解对么？

选项里面的是as...as...结构，想请问下，as...as结构是可以连接短语的吧

请问，如果我把a选项中的equally换成as，a选项有什么错呢？我在做题时就把a选项理解成宾语proposed speed limit和the current one在比较。

我是觉得这里的equally修饰likely就有一种awkward的感觉，所以很快就排除了，而且 be likely to do as 在 ...

因为proposed speed limit是一个将来的概念，还没有发生，应用drivers will be likely to exceed
而current speed limit是现在的概念，应用they are likely to exceed
时态不同，不能去掉they are

我总觉得应该是sb will be as likely to do sth as to do sth，如果要省略相同的 ...

我的理解：
they will be ——proposed 未来的；
they are——current 现在的。
时态的问题，你这样对比应该就能看懂了。
