这道题考察as likely as,相信楼主很快就排除了ABC,再看正确答案E,把整句话补全，就是Traffic safety officials predict that drivers will be as likely to exceed the proposed speed limit as  they are （likely to exceed) the current one. 整句话的意思就是说，官方认为司机以后超速的可能性跟现在超速的可能性是一样的，这样as...as...前后是平行的，但是如果是D，首先，D把exceed the limit这句话变成了一个that引导的从句，那么这个they放在这里首先就非常模糊了，假设去掉比较级as...as,这句话变成traffic safety officials predict that drivers wiill be likely that they will exceed the proposed speed limit.they到底指代officials还是drivers?这里会产生歧义，同时that后面的内容作了从句成分，那么as...as...前后的比较对象是什么？这样就变成了一个that从句跟一个不是That从句的内容比较，违背了gmat的平行原则，所以选E

1、be likely to do 跟 as...as...结构 已经可以把答案确定。

2、这个句子的结构式  drivers will be as likely as they are  ，就如同
     I  run as fast as he does。

请问D选线 likely that的问题在哪里？是non idiomatic吗，没有这种搭配还是说在这里会导致they的指代不清？

It is likely that； sb （sth） is likely to do

只是固定搭配的问题

我也整理到了这一题，搜了一下发现是新题。
关于D 的错误感谢前面的解释！
关于ABC 选项的错误同在存在疑惑：

be equally likely....as 是错误的，是哪里错了？ equally likely的这种表达方案错误还是说后面加的as 介词错误?

我想的改错方法就是把这个改成 no more likely .... than...

对 equally likely 这个表达方法实在不懂
