我始终觉得是B对，因为是奥运组委会proclaim的停战规定，而不是各个国家在奥运期间宣布停战。

C的when时间状语从句很不方便修饰help，主句唯一的动词，同时they如楼主所言有歧义之嫌；proclaim a sacred truce for the festival month实际上说这个truce只是for the month，似乎扭曲原意（原意应该是，在这个聚会期间truce被达成）。

D唯一的问题就是被动——但不算是致命错误

2. C,D 表达的意思不同

为了 festival 而 proclaim a truce，

目的明确，就是为了festival才休兵的 （e.g.仅在festival期间休兵)

D. for a truce was claimed during the festival

在 festival 期间休战 （e.g.festival 30天，休兵3天吧）

本题的考点应该是搞清楚到底是谁“proclaime the truce”！！

根据“pugnacious states ”---好斗的城邦，当然停战协议是由stateds 发出的,所以：

A  "truce was proclaimed" 没有明确动作的发出者

B  "proclaiming"由主语olympic games发出（另：the Olympic Games应该是单数）

C " when they proclaimed a truce" 明确是states 提出,所以为正确答案

D 同A

E " help sb by proclaimation" 由主语olympic games发出
