beyond（ one's ）means是一个固定表达方式，意思是“入不缚出”，“超过某人的财力”。这里加上spend，应该上说政府的开支大于收入，跟前面说的政府里有waste想对应。

在谈到钱的时候，spend也可做VI的。这个MM可以查查词典。
