答案是E,我能理解.可是A为什么不行呢?如果heart attacks and strokes 今年没有decline而是上升很多的话,今年的总数不就不会下降了吗>?

题目问得是由于定义改变而导致的时间缩短

答案A仅说今年心脏病少了，但少到何中程度，比去年因枪伤而花费的时间还少吗？ 或许还是多呢，不得而知，所以不对。

对啊，由于是平均量，那么你总数再怎么增减一除那个分母就没意义了嘛，只要HEART ATTAKE这些耗时少的被包括进去平均时间绝对下降啊。

C. Who to say the expert's opinions should be valued?

D. Then how's the other city's overall cases and also their average turnaround time ?

E. if more than 50% of the cases are gunshots wounds and electrocution cases of last year, then it must be true that certain amount of the reduction on both the cases and average turnaround time could be expected this year, since those cases are not account for the top priority emergencies no more.
