我理解，这个each year是修饰for的。从句意上来说，不知道是mandate一个each year的balance...呢，还是mandate each year。

我觉得是修饰balanced；

首先选择这道题目的时候，前面三个如果有一个没有语病，后面两个就不可能成为正确答案，有了动词不用而用mandate这样的抽象名词是不合适不简洁的，所以就排除了D/E

您后面的问题，我没读懂……
