Hello there! Jon Frank here. Happy to answer this question for you. In short, yes, having a better GPA in your Master's program can help overcome a lower GPA from undergrad. Your Master's program was more recent, and showing improvement from Undergrad is a good thing. But at the end of the day, your GPA isn't nearly as important as your GMAT. And if you crush the GMAT, your GPA will matter a whole lot less to the adcom. GPAs vary so much school to school, country to country. But the GMAT is the same test for eeeeveryone, so it is the great equalizer. And for that reason, it carries more weight than your GPA. So, what is your GMAT score? Have you taken it yet?
That being said, the GMAT is NOT the most important piece of your application. So doing well on your GMAT does not mean you're guaranteed a spot at a top program. Especially when you're applying from China. The adcom is going to look at your ENTIRE application, and you're going to need to show much more than a high GMAT/GPA. You need international perspective, leadership experience, interests outside of work, etc. And most importantly, especially for you since you already have a Master's degree... you need REALLY strong and specific career goals. Those are going to be the foundation of your app; you have to prove to the adcom that you NEED an MBA, and that you need it from their school specifically. So rather than focus on your GPA (which you can't change) you should be focusing on all that other stuff! Because THAT is the stuff that's going to get you into a bschool.
Have you finalized your goals? Figured out how to brand yourself for the adcom? How to show that you are unique? Do you know which stories you should be telling in your applications/essays? THAT is the real hard part of the process - and also the most important part! - so that's what I want you to start thinking about. The rest will fall into place from there.
