两者比较很清晰.

不好意思呢：不太明白，斑竹为何会在AS后补出TO？这样补的依据是什么呢？补出后，句子又表示什么意思呢？

如果说TO后跟的是两个名词，引起歧义还说的过去，可是AS后是个完整的句子啊！TO能加在这个句子前吗？

有找了一下大全里类似的句子，虽然不多，但很典型——发现了一个规律

我觉得：

(A) the invention of anesthesia was essential to the development of surgery as the invention of the propeller was to powered flight

如果as表达的是“麻醉剂的发明对手术的进步很关键，正如助推器的发明对助力飞行很关键一样”的意思，as应该作连词，而大全里表达“正如”意思的题as前面是加逗号的，例句有：

so,当as作为连词另起一个分句时，可以将essential省略掉

但是如果是一个分句内用as 做连词时，应当考虑as...as...的句式。
