答案是不是D啊。A ，B，C的which指代关系不清（逻辑上和实际指代有冲突），且establish & close 的结构与后面的“and requiring”不平行。D的including作介词用，引导后面的doing。

答案是不是D啊。A ，B，C的which指代关系不清（逻辑上和实际指代有冲突），且establish & close 的结构与后面的“and requiring”不平行。D的including作介词用，引导后面的doing。

当然你也可以说修饰的是其中的中心词remedies。
