NO.104 ISSUE: To be an effective leader, a public official must maintain the highest ethical and moral standards. Should effective leaders necessarily stand for the highest ethical and moral standards? A conclusion can be reached only after lengthy deliberation, weighing divergent opinions from every corner. Some would argue that such ethical and moral standards as honesty, loyalty, incorruptibility are the most essential qualities of effective leaders, but others would state that the ability, things like prescience and determination to change, speaks louder than the morality of effective leaders. In my view, both morality and ability are critical to a leader, and an all sided-consideration is needed. First and basically, I concede that leaders should concern themselves with morality. The reason why human beings is senior to animal is not only the intelligence of using tools, but also that we consider ourselves as cultural beings. A man without morality is no different from wild animals, perhaps a dangerous one. An introductive example of morality of fundamental importance is Hitler, leader of Nazi Germany. We all judge him as evil because his murderous hatefulness that led to the deaths of millions. Nazi Germany has given all of us a lesson that as being an egregious violator of public morality; the higher the power he possessed, the greater the harm he imposed on human. Secondly, despite the merits of the speaker’s claim, however, I disagree with the statement that effective leaders must maintain the highest ethical and moral standards. For one thing, the highest ethical and moral standards exist only in religious codes or Utopia. Such high standards and strict requirements of morality stressing on leaders are impracticable and even dangerous, that may eventually destroy them, leading them fall into the opposite extreme. For another, such criteria tend to mislead the public, failing to evaluate a leader’s achievements. Present Clinton is surely a strong example giving light to this point. Although the public feel shame at his sex scandal, no one could deny Clinton’s great achievements to improve the continual stable increase of the nation. Extreme attention on scandals and highest ethical and moral standards expected by the public have caused prejudice, resulting in that we blame wrongly someone with great contribution. Finally and most importantly, the statement fails to take into account the fact that morality is only an aspect of a leader, and it’s wiser for the public to evaluate mainly not the morality but the ability of a leader. In practice, the responsibility of an effective leader is to provide the public with adequate social welfare and infrastructure, and to lead the public overcome economic crisis or political chaos. These goals can only be achieved by leaders have the outstanding such abilities as prescience and the determination to change. In conclusion, I would like to take the position that an effective leader should concern with his morality and have necessary abilities to be competent. Without basic moral quality, a powerful leader may impost huge threatens on human society, like Hitler. Without certain necessary abilities, a leader just makes a little even no contribution to the public. |
