Applicants must have the approval of the department in which they plan to major and either must have a minimum 2.75 overall grade point average (GPA), based on a 4.00 system, in their baccalaureate program or must have completed 15 or more semester hours of graduate work at an accredited institution with a GPA of 3.20 or higher.

If you are an undergraduate student, you need 2.75 GPA. If you are now a graduate student and you didn't have 2.75 GPA in your undergraduate study but you have 3.2 GPA in your graduate study, you can still apply. It is easier to get higher GPA in graduate school, so the requirement is higher for graduate GPA. You don't have to be a graduate student to apply if you have 2.75 undergraduate GPA.
