答案是B，我当时选了D，the rate of fatty foods 错，不是foods的rate,而应该是consuming foods的rate,rate 应改为rates.但是这句话the rate of fatty foods 后面直接加了consumed ......这不就是说明，rate 是consume的吗？

在，曼哈顿网站上我找到了他们STAFF的解释：D has 2 possible literal interpretations，neither of which makes any sense:1. a "rate of fatty foods" is somehow being consumed
              2.the fatty foods ,which are being consumed have a"rate" that's all their own.
也就是说consumed 有可能跳过food修饰了rate,那么这个语意就是错的;第二种解释是说，这个rate是属于fatty food,但原文指的rate是people in FRANCE and America consume 的fatty foods 的比率，而不是fatty food 本身的比率

懂了 所以可以说the rates of consumption of fatty foods in F & A，这样对吧？

他给的官方解释也是这个意思，要区别action noun 和 a particular thing 的区别

The rate 的意思是速度或者频率，解释出自Manhattan，可以说做一个事情或者一个事情发生的频率，不能说一个静态物体的频率或者速度。consumed fatty food 本身没有任何问题，但是rate 和它make no sense。 你可以说消费的速度或者频率，因为消费这个名词是action noun，含有动词的意思，但是不能说rate of food，food本身没有任何动作性，consumed food 也没有动作性，类似想一下总不能说笔记本的频率，钢笔的频率吧

这句话看一下就知道1. rate时France&America的 所以谓语和rate都需要复数形式
2. 即使这样对了 (1). 句义不通；(2). 题中说people consume的 但是D并没有提到
people 改变原意

the word consumed DO modify foods instead of rate. My opinion is identical with yours hence I think that explanation is incorrect.
