答案是B，我当时选了D，the rate of fatty foods 错，不是foods的rate,而应该是consuming foods的rate,rate 应改为rates.但是这句话the rate of fatty foods 后面直接加了consumed ......这不就是说明，rate 是consume的吗？

另外这个选项也改变了原意 原意说的是人们消耗的fatty food 但是D里人们不见了

最简单的语义  rate是不能被consume的..

the rate of means the speed of or frequency of, hence you can say the speed or frequency of doing a certain behavior ,perhaps using an action noun, but you cannot say the rate of a particular thing. Consider the difference between the rate of playing computer games and the rate of computer games. By the same token, the rate of fatty foods consumed in US and FR may suggest the food is a action noun or is doing some behavior because fatty and consumed in US and FR both modify the core noun， food. Foods consumed are foods and obviously make no sense with rate.

Although e is better, I think, it is awkward and incorrect. If we want to describe the rate in the US and the rate in France, we may say the rates are identical in the US and in France, for we have two rates, one is the rate in the US, the other one is the rate in France. However, if we say the people in the US and the people in France at the same rate, we have two different people but AN EXACT RATE.
This is totally my personal view and be CAUTIOUS for it may be WRONG.

the word consumed DO modify foods instead of rate. My opinion is identical with yours hence I think that explanation is incorrect.

D选项的迷惑就在于会被误认为although需要主从保持平行
consumed fatty food没有什么问题

这句话看一下就知道1. rate时France&America的 所以谓语和rate都需要复数形式
2. 即使这样对了 (1). 句义不通；(2). 题中说people consume的 但是D并没有提到
people 改变原意
