请教关于Maryland Ph.D.录取

收到Maryland Ph.D. in accounting 的邮件，节选如下：

It is my pleasure to inform you that the faculty of the Robert H. Smith School of
Business has recommended to the Graduate School of the University of Maryland that you be offered
admission into the Ph.D. program in Accounting and Information Assurance. We have recommended
your acceptance to the University’s Graduate School admissions office, where final review of your
application materials will occur. The Graduate School will contact you when a decision has been
made.

请教被Maryland Ph.D. 录取的各位兄弟姐妹，这个可以当成正式录取了吗？Graduate School是不是只是走个形式，最后肯定会发正式offer? 因为商院已经在问我是否接受他们的offer了，感觉怪怪的。在此先谢谢大家！

可以大致认为会扣掉15%左右的税。保险什么的一个月100左右就搞定了。

您好。我也拿到了UMD的offer,并且已经接受。希望请教两个问题：扣了税后，32500能拿到多少啊？要不要自己交health insurrance和神马fees啊？非常感谢。

恩的，看邮件上写的应该是，不过好像学校都会说，depending on whether you have made satisfactory progress.
