From my perspective, scientific research which will not cause ethical argument should all gain government's sponsor, whether their results are certain or not, because they play extremely crucial role to social development. In contrast, research with ethical problems or threat should not be approved, just because of their drawbacks.
Scientific research is important, because the development of science and technology can boost the prosperity of society and thus bring our daily life more convenience.
However, I argue that some controversial scientific research should not be sponsored, for the result of such research may arise ethical problems or do harm to the society. For example, human cloning and biological weapon are prohibited all over the world. The cloning of human will definitely give rise to social debate on ethics, and it's well-known that biological weapons can result in catastrophe and threaten world' peace like unclear weapons.
Researches without controversy whether their consequences are predictable or uncertain, in my opinion, should be funded. As we all know, scientific research is usually progressed with uncertainty. The results may be certain and beneficial, such as the study of transgene cotton , which will certainly promote environmental protection and food safety due to its reducing pesticide consumption. However, sometimes, the result of a scientific research may be hard to anticipate, and during this process, unpredictable accidents might happen. Medical research is a good example. Researchers who want to progress clinical experiment of HIV vaccine are under the pressure of ensuring volunteers' safety, for the uncertainty of vaccine may lead to HIV infection. This is a kind of medical accident. Besides, such research associated with hazardous virus must be controlled strictly so that other accidents will not emerge. Although research is accompanied with uncertainty or risk,they should still be supported. Large amount of scientific research succeed with the existence of adventure, such as the manufacture of SARS vaccine. Since SARS has become nightmare of the whole world, those Chinese scientists must take the risk of causing a new cycle of SARS infection. With unbelievable resolution and resourceful wit, they finally succeed. Thanks to the support from government, we now benefit a lot from the research.
In conclusion, my view is that government should encourage and fund proper scientific research so as to promote the development of society.
