with就是介词，如果后面单独跟一个名词，整个就是介宾结构。
【with+宾语+介词短语】是独立主格。。

介词短语就是介宾结构。

对于前一个问题： 前者的结构决定，这个with结构是【独立主格】；后者的结构，决定with结构是【介宾结构】，一般是定语。

mahattan上说名词修饰语中介宾短语和从句不能并列，如果说with是修饰关系，那是否就成了错误的修饰语并列？
可不可以把with看做引导一个独立主格，对上文中的内容进行补充？

嗯。独立主格和【with介宾结构作定语】二者结构和功能都是不一样的。举个例子来说：
Jack went into the room, with a dog following behind.
这个【with结构】是独立主格，而且他的结构是【with+宾语+V-ing/ V-ed/ 形容词/ 介词短语】，它是一个状语，修饰主句全句。意味着：Jack进了屋子，(同时)一只狗狗跟在他的后面。

也就是说，在这个句子里【with独立主格结构】是表示对主句的一种伴随。

但是，【with介宾结构做定语】，首先明确它是定语，定语的作用是修饰一个名词，而非主句全句。所以，with结构做定语的时候，它首先在功能上与【with独立主格结构】是不同的。

其次看结构，比如这道贴出的题，它的with结构【with an outer rim and a number of spokes emanating from the hub】，构成情况应该是【with A and B】，只不过对于B它又多加了一层修饰语，也就是emanating from the hub。但是本质上，它的结构是【with+名词】。而这个结构是定语，那就是用来修饰前方一个名词的，在这个句子里就是webs

至于你提到的“修饰语中介宾短语和从句不能并列”，我觉得这道题里，二者不是并列的意味。

介词短语就是介宾结构。

对于A，我觉得没有那个歧义吧。就是，你要把【webs in an essentially wheel-like structure】当成一个整体来看待。就是它首先限定说【wheel-like structure的webs】，在这个基础上，with后面那堆内容，你说修饰structure还是修饰webs，它都是一个意思了啊~所以我觉得这个问题不大，起码不是绝对的错误。

第二个问题：那两个成分都是独立主格~

补充信息不是独立主格的作用吗？可是独立主格不是修饰整句，所以句子里就没有明确修饰对象的吗。。。

好吧，你和我理解的不同。。我的意思是：定语也是补充信息的作用，它补充信息的对象是句尾的名词。
如果你说独立主格，它也是一种补充信息的作用，它补充信息的对象就会是【主句全句】。

你要先明确的是，不是说出现with就既可能是【独立主格】又可能是【句尾定语】。【独立主格】和【with做句尾定语】二者在语法结构上本身就是不同的。要先看结构，然后再判断他到底是【独立主格】还是【with介宾结构】。

就如同我在5楼说的那个问题。在这道题里with的结构，已经表明它只可能是【with介宾结构】，而不可能是【独立主格】了。
