答案选E，但是我觉得选D.我的理解是：这句话的谓语name,句子主干是named sb sth, assign to do这个成分应该是修饰expert的所以应该选D。如果选E，it指代谁呢，it assign to 在句子里是什么成分呢？

这道题选E应该没错，it指代白宫，省略that引导的定语从句，that在定语从句中作宾语（只有在当宾语的时候可以省略，其他定语从句that一般不可省略）。这样理解就没有问题了。
name的用法一般只有name sb sth

宾语从句是可以省略that的呀。此题就是expert做assigned宾语 the white house assigned (experts )to do....

这里white house named Dr RuthR. Faden chairperson of the federal advisory committee of experts应该断成：
白宫将Dr RuthR. Faden任命为专家组的主持人吧？
name的双宾语结构

可是这样一来搞不懂assign了 做插入语也说不通啊？
