不明白C为什么不对。而且A中的is signed觉得奇怪，虚拟语气后不是应该跟原型吗？

虚拟语气根据语意的不同，也会有现在时的。


if the deal were not to be concluded,not one of the potential investors is expected to make an offer to buy First Interstate Bank until a merger agreement is signed that includes a provision for penalties.

其实句子应该这样看的。

一般虚拟语气，If ** were, ** would ....
但是有时根据句子意思，会出现If ** were, ** 现在时V./be 动词....
就像这句一样。not one of the potential investors is expected...

no one of + n. 后面跟的谓语是否单复数根据n.来判断（LZM语法上这么讲的。。。其实我也不知道对不对，姑且相信吧）

one of the + n. 因为是one, 所以用单数

With用法不对，with如果是修饰名词的话，有“和，带有”的意思

那请问在这里that修饰的应该是agreement，但是他是紧跟在assigned后面，这样跳格修饰是可以的嘛？

If the deal were中的If可以理解为“in case (that)”，后接虚拟语气，由此可见虚拟条件句不一定非要虚拟主 ...

到底是A还是C啊...我这里的答案是C啊····

C中的"them"缺少指代物，这里的merger agreement不是文中提到的potential investors签的，所以答案还是选A
