3，对于工作了的人， Skilled migrants将通过T2进入, 并且要graduate level的工作offer, 同时一年只有竞争20700的配额. 走T2 (Intra company transfer) 的人，需要在40k的年薪才不受到配额限制。 同时要求：Applicants under Tier 2 will still be required to apply for a visa from the UK Border Agency through the points-based system, will have to be of graduate level, be sponsored by an employer and will be awarded points based on scarcity of skills and salary
下一步拿学生签证和陪伴签证开刀，会在年底前出台政策，80%的entry 要从这2个签证下手，也是MAC之前的结论（根据 MAC 的报告，施行对 Tier 1 和 Tier 2 签证的配额，只能完成政府承诺的将每年移民人数减值“低于10万”目标的20%，另外的80%消减只能体现在学生签证和家庭团聚签证。）：

4，PSW到底是不是取消？ 这个引起争议的地方是因为：在18号MAC，（不是化妆品哦~)出了一份报告（http://www.ukba.homeoffice.gov.uk/sitecontent/documents/aboutus/workingwithus/mac/mac-limits-t1-t2/），是给‘哪里像五月天’政党看的，改报告提出，PSW不建议取消。所以当时大家看了都很乐观，以为不会取消了，当时就may女士发的发言，（也就是在他们看了教授们的报告之后的4天，22号）原文是：‘HO is restricting Tier 1 of the points-based system - the 'highly skilled' tier - to all but entrepreneurs, investors and people of exceptional talent.’ 这句话分析一下可得答案吧。（exceptional talent是只有1000的。一年。）也就是 T1 改为投资和talent，talent 是1000个。 t2 20700个。
5，对学生签证的影响？ 由于18日出台的报告（http://www.ukba.homeoffice.gov.uk/sitecontent/documents/aboutus/workingwithus/mac/mac-limits-t1-t2/）不同意之前MAY女士大砍T1 T2，里面有一句话说，‘施行对 Tier 1 和 Tier 2 签证的配额，只能完成政府承诺的将每年移民人数减值“低于10万”目标的20%，另外的80%消减只能体现在学生签证和家庭团聚签证’ （可google该句话）然后may在22日的发言，也再次引用了这句话，并说会锁紧学生签证和家属签证，因为将一年的visa发行减到TENS OF THOUSAND这目标的要在80%的在学生签证和家属签证上体现。（其实陪伴签证并不多，只有15%的样子，看报告中可得。） 此外，报道中也说，'While we will protect our world-class universities, we want suitably qualified students with the genuine desire to study to come to our country‘ 大胆的猜测是，以后只有读uni的才获签率高了。 就今年的英国T4(学生）签证来说，9月入学的情况非常不乐观。由于是积点积分制，签证官不能无理由拒签（比如像美国的’敏感专业‘来作为拒签理由）导致时间拖得非常长。 广州区拖到3个月的比比皆是(我个人认为就是故意拖长事件拖过了开学时间然后就拒签）这例子可以自己去太傻的英国签证区看。什么78天，45个工作日。。。 原文如下：The consultation, which will run for 8 weeks, will seek views on a range of measures to reduce the number of students that can come into the UK, such as: for adult students, focusing Tier 4 on higher-level courses and those offered by Highly Trusted sponsors; introducing tougher entry criteria such as English language competence; ensuring that students wishing to extend their studies show evidence of academic progression; limiting the student's entitlements to work and sponsor dependants; and improving the accreditation process for education providers, alongside more rigorous inspections. 在年底前发布。
In line with that commitment, a consultation will be launched before the end of the year focusing on Tier 4 of the points-based system - the student route - which currently accounts for two-thirds of migrants entering the UK each year. By introducing a system that is more selective and more robust, the government is aiming to stamp out abuse while continuing to attract the top students to our top universities. 3，family visas: 有人权大法在上，不会有实质的改变，但会大幅严格审查，打击假结婚，并延长现有的2年转永居的时间，尤其是前两类不符合资格的移民可能会动结婚的点子继续留下来，政府一定会严加防范，比如像美国那样，定期访问家庭确认婚姻的真实性等等措施。 4， break the link between temporary routes and permanent settlement：可以预料，除了family和1000人的新T1，新T2和新T4将不再有资格settle. 同时为了控制到2015年net immigration降低一个数量级的目标，除了通过上述政策1-3控制新进入的移民，让尽量多的已在英国的临时移民离开英国也是一个重要的政策，因此现在已在英国但还没有settlement的旧T1/T2移民大部分当他们现有签证到期的时候都将面临离开英国。
Finally, we need to restrict settlement. It cannot be right that people coming to fill temporary skills gaps have open access to permanent settlement.
I intend to introduce these changes to the work route and some of the settlement changes from April 2011.
