是不是因为逗号后面是定语从句，对four million in population做进一步的解释？因此要用whom???

我的理解：but后，in...with...都是介词短语做状语(表达awkward），但无主语，故使them无指代
搜了好多贴没找到答案，自己体会的，希望有人释疑！！

同意, 介词短语in Laos中的名词Laos再用个介词短语with a population修饰很awkward

whom也是指代people吧，也没说是指代of前面的部分啊

这么说吧，第二个分句做主语的代词会优先指代第一个分句的主语，也就是them会让人觉得是在指laos，同时它实际上是在指people。这样就存在歧义了
本题C答案这边不是主要错误，主要错误是改变了原句的重心。

laos是表示一个国家，是单数吧？，而且从原句后面用的has也看得出来是单数
