这个题以前有人讨论过，不过我还是没有想明白该题的正确答案D中的spending的主语问题。ing分词做伴随状态的时候，其逻辑主语不都是应该和前面主句主语一致吗？D的spending的主语就不应该是doctors而是insuarance plans了吗？求指教！

这个spending....是结果状语,其动作发出者是前面的ununion members.
dong有两种可能1)是做伴随状语,逻辑主语是主句中的主语
2)是做结果状语,逻辑主语是前面的句子(见og12, P666 第47题）

谢谢你的回复！如果做伴随状语，主语时union members的话，难道时他们spending less time with each?好像不太对
如果时结果状语，逻辑主语时前面的句子，即"require doctors to see more patients"，这句话本身也不能作为spend的主语啊，这和OG12 47题不太一样，OG这道题的前面整句话是可以作为“bringing”的主语的。
