In short, it's an organization originally targets at  American African, Hispanic Americans and Native Americans.

Now evolved to target at all U.S. citizens and permanent residents who can demonstrate a commitment to The Consortium’s mission. All applicants, regardless of race or ethnicity, must be able to demonstrate this commitment.
