一道perp上的题，关于modifier

请教一下各位。
另外，关于句子的modifier，在什么样的情况下无论放置在哪都是修饰句子的主语，在什么样的情况下，就近修饰其前或者后的名词呢？

Ron回答过这个问题，他说这个说法是百分之百正确的(即主句里的them确实无法指代non essential modifier里的名词)，但是把这当做一个absolute rule记住一点用都不会有
