对这题的答案选D,我觉得还是有问题的。相比起来,我觉得E的问题更小。
答案D:announced plans to ....,这里,plan是一个名词,所以语意上后面的不定式并不是修饰plan这个名词,而是announce这个动词(manhattan里也说不定式是动词修饰语)。因此这里后面的不定式部分表示了announce的目的,而这个逻辑上肯定不对:announce plans的目的不是cut debt; cut debt靠announce也实现不了。所以这个逻辑上是不对的。即使这个to cut...也可以做名词修饰语,那既可以做名词修饰语修饰plans,也可以做动词修饰语announced,则也有ambigious的问题。
