对这题的答案选D，我觉得还是有问题的。相比起来，我觉得E的问题更小。
答案D：announced plans to ....，这里，plan是一个名词，所以语意上后面的不定式并不是修饰plan这个名词，而是announce这个动词（manhattan里也说不定式是动词修饰语）。因此这里后面的不定式部分表示了announce的目的，而这个逻辑上肯定不对：announce plans的目的不是cut debt; cut debt靠announce也实现不了。所以这个逻辑上是不对的。即使这个to cut...也可以做名词修饰语，那既可以做名词修饰语修饰plans，也可以做动词修饰语announced，则也有ambigious的问题。

答案E：根据manhattan SC语法里的解释，对于一长串修饰语，that从句要比V-ing、不定式要来得直观，GMAT更偏向于选择that从句。而这里that直接修饰了plans，非常清晰，没有答案D的模糊，所以that are并不wordy。plans are to cut....这个也是合乎语法的。

所以觉得这题答案有争议，翻看论坛里，貌似没有对这里提出疑问的。

关于有答主说plan to do sth，那个是plan是动词，而这里plans是名词。所以不能直接套。

这里to do修饰的是announced；而that are to修饰的是announced的宾语，不能这样简单的判断后者wordy吧？
两者的逻辑意思不一样。

需要将来时 to make 和 will make 一下就能选出来的吧.

楼主是个语法王，sc只看语法会死人。ED没有语法错误，但语意上你不关注啊！plan to do 和 be to do语意不重复了吗，D简洁规避了此问题。og中还有at first ，begin to do。gwd里还有compare to sth compatably，不从语意上看，这些题，你都得抓瞎。看你被sc蹂躏得还不够

我的理解是即使plans are to sell是正确的，但plan主动发出selling这个动作也是不合理的：
executive announced plans Wednesday that (are to cut the company’s huge debt by selling nearly $12 billion in assets over the next 18 months.)括号里的内容都是that的从句成分，that如果指代plans，则把that替换为plans，从句可以还原为plans are to cut the company’s huge debt by selling nearly $12 billion in assets over the next 18 months. plans to do sth我觉得还可以，但是plans作为selling的动作发出者就不符合逻辑了。这句话，如果想用定从的表达方式应该是这样的：
By selling nearly $12 billion in assets over the next 18 months, executive announced plans Wednesday that are to cut the company’s huge debt 这样至少可以消除selling的逻辑主语问题，但是语义又不好了，变成by doing成了announce的一个方式。


所以，还是D最好。

语法题排除的顺序应该是 语法错误--->表达形式错误--->语义（逻辑）错误
这题
第一步根据outline的逻辑主语判断ABC先死，没说的。
第二部看by doing 中doing的逻辑主语，排除E，选D。
总共就一个Decision Points：逻辑主语（或者动作的发出者），应该是一道秒选题。
说白了语法大部分考的就是谁发出的动作(who)，做什么了(what)，和怎么做的(how)。
