求一篇argument思路

"Two years ago the city voted to prohibit skateboarding in Central Plaza. They claimed that skateboard users were responsible for the litter and vandalism that were keeping other visitors from coming to the plaza. In the past two years, however, there has only been a small increase in the number of visitors to Central Plaza, and litter and vandalism are still problematic. Skateboarding is permitted in Monroe Park, however, and there is no problem with litter or vandalism there. In order to restore Central Plaza to its former glory, then, we recommend that the city lift its prohibition on skateboarding in the plaza."


Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation

这篇我题目最后都看不太明白,lift the prohibition到底是取消还是提高的意思.
并且这篇的思路我也找不好,求助啊。。。。

那个地方是取消禁令的意思。
这篇文章,你要反驳的就是recommend那句话,就是不能取消禁令。
参考思路:1.当地的垃圾和财务损坏情况还很严重,说明到central plaza 游玩的人虽然受了限制,却破坏程度却没有完全控制,由此可见如果解除禁令,会更严重。
              2.monroe park 跟plaza是否完全可比,
              3.现在解除禁令是否必然会带来glory,也许因为当地的发展,plaza已经不再具有吸引力,新的场所更吸引游客去。

questions:
1. Are the 2 parks comparable? If so, in which ways? The Monroe Park might draw a completely different visitor pool if it is located at a relatively wealthy area and the Central Park at a financially depressing location. The presumably better mannered/educated visitors at the Monroe Part would not take part in litter/vandalism neither if they were ever drawn to the Central Park; but they were simply geographically attached to the Monroe Park that they miss out from the Central Park. So in this sense, blame the ill-behaved visitors at the Central Park.

2. Are the 2 parks regulated the same way? May be the Monroe Park hired more park rangers than the Central Park so that the visitors were watched and made sure not to commit litter and vandalism.

3. Define the "former glory" or the Central Park? Without setting a base, we cannot start the comparison between Central Park two-years-ago and the park today.

4. What is the expected result of the prohibition lift? From the paragraph, we can only spot that in the past 2 years, visitor has population slightly increased while litter and vandalism persisted. So how does the prohibition lift change the situation? Would it alleviate the litter and vandalism? Not very likely. Would it draw more visitors to the park? We don't know. So the author is responsible in providing more relevant info here.
