The surest indicator of a great nation is represented not by the achievements of its rulers, artists or scientists, but by the general welfare of its people.

Write a response in which you discuss the extent to which you agree or disagree with the statement and explain your reasoning for the position you take. In developing and supporting your position, you should consider the ways in which the statement might or might not hold true and explain how these considerations shape your position.

I agree with the speaker’s assertion that the general well-being of its people represents an important indicator of a great nation, for the organization of “nation” was built to provide service for its people, the basic element of every country. However, this does not necessarily mean that it is the surest indicator and the achievements of rulers, artists or scientists serve no use to the country’s greatness. On the contrary, they are closely related to the welfare of all the people and have seminal influence on a nation’s further development.

One compelling reason in favor of the speaker’s argument has to do with the origin and purpose of a nation. As we all know, nations are the byproduct of human evolution as it developed to certain period. The emergence of nations aimed to expand the wealth and prosperity of this organization and thus provide better life for its people. In this sense, it would be tempting to agree that a nation’s greatness should absolutely be measured by the general welfare of its people, since this is decided by its original purpose. Just like no one would deny Rome as a great country partly because it provided its people with abundant material wealth and cultural richness, two major aspects of one’s welfare.

Nevertheless, besides people’s well-being, there is another crucial factor –its profound influence on the human development history-to substantiate a nation’s greatness. After all, a nation’s grandeur is usually assessed by later generations, who inclined to stand in the historical angle to evaluate its success comprehensively and therefore a nation’s dedication to the whole world would carry great importance in this process of judgment. Just consider, without the precious political, cultural, and scientific legacy left by Rome, we could never get a chance to appreciate its greatness merely by a crowd of citizen’s welfare thousands of years ago.

Moreover, with the booming development of modern technology, the human history has never witnessed such close linkage and solidarity among nations before. Thus, a nation’s contribution to the whole humanity is becoming an increasingly important indicator of its grandeur and countries that omit this point would barely deserve the fame of greatness, even though they offer its citizens high quality life. One apt illustration of this point involves Luxembourg, a small country in north Europe, owning to its breath-taking scenery and rich iron ore deposits, the booming tourism and steel industry bring it the highest per capita GDP in the world. Combining with its pleasant climate, beautiful landscapes and sound social security system, Luxembourg citizens’ welfare can surely be guaranteed. However, few would recognize this country as a great one for it brings little benefits to the rest of the world.

Finally, having known the criteria to judge a country’s greatness, then how could a country expand its influence to the whole world when it has achieved the general welfare of its people? In my view, it is through the efforts of its rulers, artists and scientists whose achievements could be shared by all the human beings that a country enlarges its influence. Taking Rome as an example again, it achieved great glory under Augusts for a series of reform measures, like building a currency system, developing an efficient postal service and funding the talented artists, were taken. Through these efforts, today we can find the origin of our legal sense and awarenessappreciate the classical art of architecture and have a knowledge of ancient astronomical system. Obviously, all these possibilities are created by its rulers, artists and scientists, people who made breakthroughs in their fields and had profound influence on the world, and thus helped a country win its greatness.

In sum, granted that a nation’s greatness can be measured by its people’s well-being, it is also determined by whether it is a contributor of the whole humanity’s progress, especially in this increasingly “smaller” world. Besides, the achievements of rulers, artists and scientists could never be overlooked since it is by these feats that extend a country’s influence to the world and help gain its reputation.
