学校录取委员会理解我的BG回复邮件说“ Go ahead and apply to the program. Once your application has been submitted, please let me know and we will make an admissions decision.”这是做出录取我的决定，还是做一个关于录取的决定，求各位大神帮忙解释下~谢谢

No. An admission decision could be "Congratulations! You are admitted!" or "The applications to this program are highly competitive and I regret to inform you that..." Before seeing these words or phrases, you cannot be sure the result of your admission. Good LUCK!
