我觉得there was no one who did not apply for a discount card.这个不是必要的条件,不是assumption。比如移民过来的人里有600个mid-60的,其中只有550个申请了discount card,这样就没有满足there was no one who did not apply for a discount card这个条件,但是依然可以得出文中的结论。
我的理解如下:
