答案是B，CDE直接通过if X happens, Y will happen排除掉，剩下A和B，我想问A中的were是多余还是应该改成did？B选项中的that用单数指代emissions是不是指代单复数问题呢？请NN指教，谢谢：）

另外，对LZwould错误的分析存有疑问，manhattan关于虚拟语气中说，if+will与if+would的两种用法都成立，只是前者更确定而后者不确定，而这道题读下来也没有很确定will之后的内容一定发生，所以我现在认为关键点在与that的指代而非would的使用...

不知道猜想是否正确，望NN指正！！
