答案选A，而我选了C，OG对于C的解析是are unable to 是awkward verbiage，可以通过cannot更好的表达出来。但这个解释我个人认为很牵强，我认为C选项理解起来似乎并没有任何问题，请问C选项是否存在其他的问题呢？

我觉得C还有两个其他的问题。

1. 句意。首先句意是变化很小以至于无法区分。C里面是双重否定表肯定（unable，indistinguished）。

2. be able to do和can do 的区别，经常会提到的是能力（ability）和意愿（情态动词）的区分。例如I'm unable to pick you up. 我没办法接你；I can pick you up. 我愿意去接你。这里的主语是economic shifts，不存在这种主观性。所以一般不用(un)able。

我刚才翻了一下OG，发现我打错了，C选项是distinguished，但我突然想起一个问题，他这里unable to be distinguished是被动语态，而表能力好像不能用被动语态吧？不知道这是不是一个错误
