求教verbal一题，to do 能否做主语？还有对官方解释的不明白，在线等，急急急

这题疑问是：像我知道是ing能做主语，可是to do能做主语么，读起来很不通顺，而且像官方对B 的解释是：to obtain suggests that obtaining an investment grade rating is an objective in and of itself，not a means to achieve the desired benefits

前一句解释我的理解就是to do 不能做主语，我见过的都是 to do sth,完整句子。否则的话todo没修饰的对象，后一句理解的不好，就算to do 是错的，但是to do 也是表达了一种目的，难道不是方法？ing就可以方法？
求各位牛牛的帮助了，我知道其他选项用别的错误页可以排除，但是就是对todo 有疑问

对了，D选项也有疑问，就是解释说protecting 引导了一形容词短语来描述主句主语，如果todo不能做主语的话，不就没有主语修饰了？然后解释还说，这样就使得increase 变成没有主语的verb，不懂啊不懂啊，求赐教

to do 可以做主语
比方 To see is to believe.　百闻不如一见。

没太看懂LZ想问的具体问题，（我感觉是想问doing和to do作主语的区别吧？）
obtaining表示一种方式，会有怎样的结果，一种假设，之后跟will。
to obtain一般表示目的，之后一般跟条件，怎样做才能得到。（就是刚刚LS提到的to do is to do是经常用的句式）

这个解释就是：to obtain表目标，“is an objective in and of itself”意思是“其本身就是目标”，但实质上题目中它是一个解决问题的手段方法，改变了句意，并且lz也发现我们经常碰到的是：To do sth，SVO——那么也就是说应该是有一个动作的发出者（谁想要obtain？）

这样看的话B结合答案解释我也没法理解，难道不是再说todo做不了主语么

这么来理解吧，to do可以表示方式，也可以表示目标。

To obtain在此表目标的话，那原句就成了:为了达成什么目标将会产生什么效果（就是keep……protect……increase……）这完全不通，应该是obtaining……（已经达成了……/就达成……这个事情而言）would产生什么效果才对。

不要光纠结语法，也要看句子是不是make sense。 LS的已经讲的很清楚了，to do本身有表达目的的含义
