During the summer, then, thetown council of Balmer Island should decrease the maximum number of mopedrentals allowed at each of the island's six moped and bicycle rental companiesfrom 50 per day to 30 per day. This will significantly reduce the number of summertimeaccidents involving mopeds and pedestrians. The neighboring island of Torseauactually saw a 50 percent reduction in moped accidents last year when Torseau'stown council enforced similar limits on moped rentals. To help reduce mopedaccidents, therefore, we should also enforce these limitations during thesummer months. Write a responsein which you examine the stated and/or unstated assumptions of the argument. Besure to explain how the argument depends on these assumptions and what theimplications are for the argument if the assumptions prove unwarranted.
The authorof the letter recommends that the Balmer Island could reduce the mopedaccidents by limiting the number of six moped rent companies in the BalmerIsland. In order to justify the recommendation, the author cites the evidencethat neighboring island of Torseau reduce 50 percent accidents by limiting themoped rentals. As first sight, the recommendation sounds reasonable, but I findsome logic flaws in reasoning the recommendation. To beginwith, the author unfairly assumes that twice of population in Balmer Islandwill lead to increase demand of rental moped which cause a lot of mopeds and pedestriansaccidents. Firstly, double times of population in Balmer Island do not indicatethat the demand of the rental moped will increase. It is possible that the new comersof Balmer Island would like to take buses or taxis as their major transports. Onthe other hand, even if new comers significantly increase the demand of themopeds, we can’t draw a conclusion that the moped-pedestrians accidents willincrease. Perhaps the streets in Balmer Island are wide and the traffic is wellcontrolled and the possibility of moped-pedestrians accident is too small toignore.
Secondly, even if the increasing population finally has proved to lead to a highmoped-pedestrians accident in Balmer Island, the author unfairly advises thecouncil of Balmer Island to limit the six rental companies’ maximum rentalmoped every day. Maybe there are sixteen rental companies in Balmer Island andthe six limited companies’ consumers just a little of all market consumers. Onlyif the author provides more evidence to show me that there are just six rentalcompanies in Balmer Island or the six rental companies possess the most of theisland’s consumers, can the recommendation be acceptable.
Last butnot the least, the author suggest the council of Balmer Island to take the somemeasurement which success in neighboring island without provide whether the twoislands are comparable. Maybe the neighboring island is so significantly differentfrom Balmer Island in weather and traffic condition that the successfulmeasurement in neighboring island is not suit to Balmer Island. Perhaps thestreets in Torseau Island are narrow and crooked which dangerous and easy tocause accidents while the streets in Balmer Island are wide and straight. Withoutruling out this possibility, the recommendation can’t convince me. In sum, inorder to make the recommendation more soundly, the author should provide more evidence involvethe actual population in Balmer Island during summer and whether the populationmakes a challenge to the island's transport. In addition, the method successesin neighboring island can put into use only if the two island's geography andtransport condition are comparable. With the additional evidence, should theauthor make the claim more convincing and acceptable.
