Some people believe that in order to be effective, political leaders must yield to public opinion an abandon principle for the sake of compromise. Others believe that the most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives.

提纲：

1.基本同意观点

2.政治人物听取公众意见的重要性：公众意见对政策的成功起决定作用

3.对公众妥协是政治人物当选的前提；当公众参与政策的决策时，更利于决策的执行

4.然而，领导人不应完全放弃自己的原则，比如林肯为了自由和平等的原则释放黑奴，尽管在当时的社会反对声很高。

I’m fundamentally believe that political leaders need to compromise to the public in order to make the right decision and to smooth the process of implement. That is also the reason why public elected them for---to accomplish the public benefits. However, only following the public requisite is not enough for a great leader. In a political game, a competence leader calls for a balance in both compromise to the public and uphold the fundamental principle.

To begin with, the mental function of a public leader is to fulfill peoples’ common wealth and protect the stable of society. And public, a gathering of individuals of society, is the primary factor for the leader s to achieve information and to evaluate the decisions. Thus, listening to peoples’ voice is a key step to ensure the successful of a policy. For example, there is an old saying in China, that people are like the water and the king is like a boat, water could both uphold and overturn the boat. Without considering peoples’ situations, leaders are more likely to walk on the wrong way, even end up forfeiting the political game.

The second reason why I agree with the assertion is due to the constitution of the political power. The advantage of vote is a necessary step for the electors to achieve the political power. So, compromising to the public and promising them a wonderful future is becoming a common phenomenon during the hustings. Moreover, the public support is also obligatory to maintain the effectiveness of the policy and to obtain respect among the opponents. Also, the progress of policy implement would be much more successfully if the public is involving in that of policy decision.

However, suggest that leaders should abandon their right to hold the principle is too extremely. Principle is like a kind of fundamental rule that we have to hold in order to make the right decisions and to prevent form making mistakes. As far as I’m concerned, the public leaders’ principle should be consisted of more factors than just compromise. For example, Lincoln, one of the most greatest presidents of America, manumitted millions of black slaver in 1878, even there is still amount of white people couldn’t resist the thought of racial discrimination. By holding the principle of liberty and equality, Lincoln
created a whole new world with understanding and love.
To sum up with, a wise public leader should be aware of the advantages by listening to peoples’ voice. But keeping the society work as an organism is not that easy. Upholding the principles of being a professional politician is also vital important.

仅就提纲交流下吧
1.政治领导人是民众选出来的，代表着民意所向，所以他们必须尊重民意。
2.在很多时候民意左右着国家的前进方向，比如反对越战，比如民权运动，环境保护等等。
3.但民意有时候会因为情绪的误导或者认识和眼界的局限，对政治领导人产生干扰，这时候，他们需要的是坚持原则，虽然有时候看似违背民意，但最终还是对民众有益的。而林肯政府的国务卿坚持购买阿拉斯加，虽然不被人理解，而且认为花的代价太大，然而阿拉斯加在冷战时期和今天的战略和经济地位证明当时决定的英明。
4.意味地迁就民意，反而会造成灾难。一个坏的例子是，希特勒利用德国人复仇的情绪发动了二战，给世界造成灾难
我觉得提纲虽然可以简单，但不能不体现出你想问题的深度，而不是停留于表现。比如说这篇，当你想到政治领导人遵从民意时，讲了他的必要性，还要有原因，将不遵从民意的时候，也要讲原因。不应简单地给出分论点后就拿出事例，而不分析。比如林肯，他那么做了，但他为什么要那么做，民意为什么又是那样呢，这些想到了，你的文章的深度就有了
