我想问下 one of every eight workers，One out of every eight workers有什么区别么，解释为前者是“八人中的一人”，而后者是“每八人中就有一人”；我觉得这没有区别啊？另外，解释中说了in the 1920’s“在…年代”表达过去的时间，用过去完成时态。但答案选的是E，过去时，这怎么解释？

2、用过去完成时需要有明确的过去时间点，而此句中没有。

one of every eight workers 和 one out of every eight workers之间当然有区别。前者指的是“每8个里面有一个”，重点在一个什么东西；而后者是一个表示频率或者说概率的结构。
