我想问下 one of every eight workers,One out of every eight workers有什么区别么,解释为前者是“八人中的一人”,而后者是“每八人中就有一人”;我觉得这没有区别啊?另外,解释中说了in the 1920’s“年代表达过去的时间,用过去完成时态。但答案选的是E,过去时,这怎么解释?

2、用过去完成时需要有明确的过去时间点,而此句中没有。

one of every eight workers  和 one out of every eight workers之间当然有区别。前者指的是“每8个里面有一个”,重点在一个什么东西;而后者是一个表示频率或者说概率的结构。
