If you phone, you will have to pay the inquiring fees. There is no exemption. Usually in August, which is the season when a lot of people took it, is the busiest season. So you may need to wait sometime. If you still didn't get it in another week, call the toll free number and then the testing centre will mail out another report to you for free, yes i am pretty sure they don't take extra charge.
