个人觉得more than three times as many体现比较的是charge不同费用的independent institutions of higher education，所以，E好像更好一些；可以用一个变换的结构来解释：three times as many A as B do sth = three times as many A do sth as B，句中A/B都是名词结构。

个人认为E中得charging用动名词是错误的。如果需要补助动词，要么是do，要么是charge，决无可能charging。

如果比较的“three times as many A do sth as B，句中A/B都是名词结构”，那么应该是as those 。those指代“independent institutions of higher education”，不可能charging和“independent institutions of higher education”对比吧。

说的一点都不错，这句话就是比较句子，D选项省略的比较多。E代入变成了前面句子和后面名词短语的比较，纵观OG里面的比较，比较前后无不对等，E的意思看上去好像是很精确，但明显不是ETS的风格。

这题就是主语的比较。

补出助动词/动词，一定是主语比较！但是在不引起歧义时，可以不补出，如juan举的natural gas例题。

请参考前面的修饰语more than three times，更精确的说，比较的是前后句意。
